The paragraph starts out with the author telling the town that the bad trick they had played on Colonel Brady who apperently is some type of hero, had back fired. The town is not like it used to be and they have "potty Heads" Colonel Brady came to town in a broken down car along a land away from the coast. He came with someone, who was a hero before him and left him standing there in the dirty road of the town. Colonel Brady payed a trick right back at the town. E.K. Hornbeck was comparing how he was saying how he gives meanings in words that don't clearly express those thoughts, just like Henry's Lizzie's song which was advertising a new car but was describing a girl.
